Under the Low Voltage Directive, a manufacturer cannot discharge its obligations by testing to a product standard alone — the LVD requires that equipment be safe against all the hazards it presents, and that means a risk assessment for anything a harmonised standard does not fully cover. CENELEC Guide 32 is the European framework for doing that assessment in a structured way, and CENELEC has now issued its second edition.
What is CENELEC Guide 32?
Guide 32 is titled Guidelines for Safety-Related Risk Assessment and Risk Reduction for Low Voltage Equipment. It sets out an iterative process — identify the hazards, assess the risk, reduce it, and repeat — supported by technical data and relevant standards, aimed at meeting the safety objectives of the Low Voltage Directive (2014/35/EU). Because radio products must also satisfy the safety objective carried over from the LVD, CENELEC flags the guide as relevant to the Radio Equipment Directive (2014/53/EU) as well. The original edition dates from 2014; this is its first substantive update.
What is new in the 2nd edition?
The refresh extends the guide into hazards and scenarios the first edition did not treat. It adds child-safety protections against entrapment, ingestion, and suffocation. It brings in scenarios that a bench test to a product standard tends to miss: storage and transport conditions, unintended remote operation of equipment, utility functions whose purpose is to limit harm, voltage fluctuations, and the use of warning symbols for risks that are not self-evident to a user. The through-line is coverage of real-world use and misuse, not just steady-state electrical performance.
Is Guide 32 a standard, and does it grant presumption of conformity?
No — and this is the boundary worth keeping straight. Guide 32 is a guidance document, not a harmonised European standard and not a directive. Citing a harmonised standard listed in the Official Journal is what gives a presumption of conformity with the LVD; Guide 32 does not do that. What it does is give the manufacturer a defensible, repeatable method for the risk assessment the directive already requires — particularly for the hazards that fall outside, or are only partly inside, the scope of the product standard being used. Treat it as the how-to for the assessment, not as a route to a compliance mark.
Who should use it, and how do you get it?
It is aimed at manufacturers and the labs and technical bodies that support LVD and RED risk assessments — anyone who has to demonstrate that a low-voltage or radio product is safe against hazards a single product standard does not close out. The English version is available on the CENELEC BOSS page. French and German translations are forthcoming, CENELEC has training planned for later in 2026, and it has signalled that IEC adoption of the guide is under consideration, which would widen its reach beyond Europe.
